Best expense management software for Citi commercial cards: Navan, Expensify, Concur and Sage priced on a real program

Two facts decide most Citi expense projects before a demo is booked: which part of Citi banks you, and how the vendor counts a billable user once your card data starts flowing in on its own. Here is the shortlist sorted by both, with the annual cost worked out on an 80-card program.

The short version

If Citi Commercial Bank serves you and you are under 300 employees, start with the co-branded Navan system: Citi built it for that segment, travel booking is free, and Navan publishes a price you can model. If you are a large corporate program, or your finance team already runs a platform for another card, buy a card-agnostic tool on a Citi file feed. SAP Concur fits enterprise travel programs, Expensify and Sage Expense Management fit the mid-market, and Emburse fits teams with complicated approval chains. On every one of them, budget on transacting cards rather than on the people you expect to file.

Your Citi segment narrows the list first

Citi does not ship an expense report tool of its own. A Citi Commercial Cards program comes with CitiManager for statements, limits and permissions, 23 standard reports and a custom report builder, a Program Audit Tool, allocation and reconciliation in its Global Card Management System, and a file integration that Citi says works with any leading expense or ERP system. That covers program administration well. It leaves receipts, expense reports and approvals to somebody else.

For part of its client base Citi has already picked that somebody. On 19 October 2023 Citi and Navan announced a jointly branded travel and expense system for Citi Commercial Bank cardholders, which is Citi's mid-market segment, built on Navan Connect and available at launch to US-based clients. Large corporate clients are covered by a different Citi segment and were not the audience for that announcement.

So the first call is to your Citi relationship manager, not to a vendor: which segment are we in, and does the Navan offer apply to us. Read the meter, not the rate

How much does expense software cost for a Citi card program?

For a 240-employee company with 80 Citi cards transacting in a typical month and 35 people who actually file expenses, published rates put Navan at about $13,500 a year and Sage Expense Management at $11,510 to $14,390, if every active card counts as a billable user. If only filers count, each figure roughly halves. The meter definition moves the bill more than the rate does.

Here is why that matters on a Citi program specifically. A file feed delivers every posted transaction whether or not the cardholder opens the app. Navan counts an expensing user as anyone who submits a transaction, by manual entry or through Navan Connect. Sage counts an active user as anyone who creates an expense or has a connected card with active transactions. Both definitions pull the billable number toward your transacting card count.

Neither model is unfair. A card that transacts creates work for the platform whether a person files anything or not. The problem is the business case, which almost always gets written on expected filers because that is the number the demo asks for. Put the question in writing before signing: given this many transacting cards and this many filers, how many users will you bill us for in month one. The same trap runs through the category, as we found when comparing what spend management software costs across the category.

Above 300 employees the Navan column disappears into a quote, and so does Sage's at 250. That is most mid-market Citi programs. Run two quotes at once and give both vendors the same card count, so you are comparing like with like rather than whichever assumption each salesperson prefers.

All-in-one or best of breed

Navan or a card-agnostic platform?

Choose Navan when travel is a large share of card spend and nobody in finance is attached to an existing expense tool. Booking and expense in one product means the trip, the hotel folio and the card charge meet in the same record, which removes a whole class of matching work. The co-branding also shortens the conversation with Citi about getting the data connected.

Choose a card-agnostic platform when you run cards from more than one issuer, when your accountants already know Concur or Emburse, or when entity structure and ERP depth matter more than booking. It is also the safer choice for a company that may move part of its program later, because the expense layer does not care which bank issued the card. Most teams that get this wrong did not pick a bad product. They picked before they knew how their current process actually works: who approves what, where receipts go today, how many exceptions finance clears by hand each close. It is worth getting an honest score of how mature your finance processes and systems really are before choosing between an all-in-one and a best-of-breed stack, because an all-in-one rewards a team ready to adopt its defaults and punishes one that is not.

Why Ramp and Brex are not on a Citi shortlist

Ramp, Brex and BILL Spend and Expense top most roundups, often at $0, and they earn it. Their controls run at the card authorization message: the platform checks the limit and the merchant rule and approves or declines on the spot. That only works on cards they issued. On a Citi charge they sit downstream of a network they do not control, so what is left is import and reporting. You would be adopting them for the part that is not special.

The price has the same root. Interchange on their own cards pays for the software, and a company keeping its Citi program sends that interchange to Citi instead. Capital One completed its acquisition of Brex on 7 April 2026, which puts that product inside a competing issuer. Citi expense software questions

Does Navan work with Citi commercial cards?

Yes. Citi and Navan announced a jointly branded travel and expense system on 19 October 2023 for Citi Commercial Bank cardholders, built on Navan Connect and initially available to US-based clients only. Citi did not publish its price. Navan's own Business plan covers up to 300 employees, with Expense free for 5 monthly expensing users and $15 per user per month after that.

Does Sage Expense Management support Citi cards?

Sage lists direct real-time feeds for Visa and Mastercard and a separate American Express integration, and its pricing page does not name Citi. Citi commercial cards run on Visa or Mastercard, so the network feed is the likely route. Confirm it against your specific program in the first sales call instead of assuming.

Do I need expense software if I already have CitiManager?

Only if employees file receipts and expense reports. CitiManager handles statements, limits and permissions, and Citi adds reporting, a Program Audit Tool and allocation tools. A purchasing card program run by a small team can often live on those plus a file into the ledger. A travel program with many cardholders needs receipt capture and approvals.

Do any of these platforms alert on department budgets?

Some offer a percentage threshold, which is a late signal. On a $60,000 monthly budget spending $2,600 a day, a 70 percent alert fires on day 17 and 100 percent on day 24.
