Citi expense management for Citi corporate card and commercial card programs: CitiManager, Navan and what it costs

Citi gives a card program a lot of tooling and almost none of it is an expense report. What you actually use to capture receipts and approve spending depends on which Citi segment banks you, how many people you employ and which ledger you close in. This page sorts out what Citi includes, who gets the co-branded Navan system, which platforms take a Citi feed, and the one job none of them do.

Does Citi have expense management software?

Citi provides the program layer, not the expense report. Citi Commercial Cards includes CitiManager for statements, limits and permissions, 23 standard reports plus a custom report builder with more than 600 data elements, a Program Audit Tool that flags policy breaks, and a file integration that delivers card data to outside expense and ERP systems. For receipts, expense reports and approvals, Citi points mid-market US clients to a co-branded system built with Navan. Everyone else picks a third-party platform and connects it to a Citi feed.

Read the right-hand column as a buying list. A Citi program arrives with program administration, reporting, audit and a data pipe. What it does not bring is the employee-facing layer: snapping a receipt, building a report, routing it to a manager, and posting coded entries to the ledger. That gap is the thing you are shopping for, and it is smaller than most vendor demos imply, because a good share of what those demos show off is reporting you already have in CitiManager.

One scale fact worth keeping in mind when a vendor calls Citi a hard integration: in its 2023 Navan announcement, Citi described itself as supporting more than 25,000 commercial card programs and 7 million cardholders worldwide, with more than $42 billion in annual charge volume in the US alone. Any expense platform selling to mid-market or enterprise finance teams has connected a Citi program before. If a vendor hesitates on that question, it is telling you something about the vendor.

The third row is under-rated. A purchasing card program with forty cardholders buying supplies does not need receipt capture on a phone, it needs clean allocations and a policy check, and Citi ships both. Buying an expense platform for that program adds a monthly meter to a problem that was already solved.

The first row is over-assumed. Citi announced the Navan system for its Commercial Bank segment, not for every Citi client, and large corporate clients are covered by a different Citi segment. Ask your relationship manager which segment covers you before a Navan demo, not after it. The arithmetic

The 300-employee line decides whether you get a price at all

Navan publishes its Business plan for companies up to 300 employees. Citi describes the co-branded system as a mid-market offer. Those two facts collide for a lot of Citi Commercial Bank clients.

Travel booking is free. Expense is free for the first 5 monthly expensing users and $15 per user per month after that. 80 people filing in a month costs 75 times $15, or $1,125 a month and $13,500 a year.

Navan Enterprise is listed as "Let's talk", with unlimited travelers and expensing users. Nothing is published, so there is no number to anchor a business case on until you are in a sales process.

Either side of the line

The meter follows the feed

Navan counts an expensing user as anyone who submits a transaction, by manual entry or through Navan Connect. On a card-linked program, that tends toward your active cardholder count rather than the number of people who think of themselves as filing expenses.

The practical point for a Citi program is the third card. Card-linked transactions arrive without anybody opening an app, so the forecast that says "about 40 people submit expenses each month" is the wrong input. Count the cards that transact in a typical month instead, and budget on that. The same logic applies to Sage Expense Management, which defines an active user as somebody who creates an expense or has a connected card with active transactions.

None of this makes Navan expensive. At $15 per active user it sits in the normal range for the category, and free travel booking is worth real money to a company that books a lot of trips. It makes the business case easy to get wrong in both directions, which is the same pattern we found across the category in what spend management software actually costs.

Implementation

How do I connect Citi commercial card transactions to expense software?

Through a file your Citi program administrator requests for a named destination system. Citi says its file integration works with any leading expense management system or ERP, and it can add Enhanced and Folio data, which carries line-level detail such as hotel folio items on travel charges. The vendor receives the file on a daily cycle and maps it to your cardholders.

Three things decide whether that goes smoothly. First, who asks: the request comes from your program administrator to Citi, not from the software vendor, so name that person on day one. Second, sequencing: start the feed request before policy configuration and chart of accounts mapping, because it is the step nobody controls and nobody publishes a service level for. Third, a parallel month: run the new platform beside the old process for one full close, because a feed that silently stops delivering looks exactly like a department that stopped spending.

Which part of Citi banks you?

Commercial Bank puts the co-branded Navan system on the table. A large corporate program does not start there. One phone call to the relationship manager settles it.

Are you above 300 employees?

Below it, Navan publishes a price you can model. Above it, every realistic option is a quote, so run two quotes in parallel rather than one after the other.

Travel cards or purchasing cards?

Travel-heavy programs benefit from booking and expense in one place. Purchasing-heavy programs often need nothing beyond Citi's allocation tools and a clean ledger file.

Who needs to know before the month ends?

Everything on this page reports, audits and approves. None of it watches a cost center against its budget and warns the owner mid-month. That is a separate purchase.

Where we fit, and where we do not

What Spendnotify is not

Spendnotify does not issue cards. We have no relationship with Citi or with Navan, we cannot decline a transaction, we cannot change a card limit, and we are not a replacement for CitiManager or for an expense platform. If your problem is receipts and approvals, buy one of the options above.

What we do is question four. Citi's alerts go to the cardholder about that cardholder's account. The Program Audit Tool flags one transaction against one rule. A department budget is neither: it spans several cards plus reimbursements plus vendor invoices, against a number somebody committed to at the start of the quarter. That is how a team finishes 30 percent over plan without a single card nearing its limit and without a single audit flag. What is CitiManager used for?

CitiManager is the online portal for Citi Commercial Cards. Administrators view and download statement information, manage accounts, and set limits and permissions. Cardholders view statements, confirm balances, sign up for alerts and make payments, and the mobile app shows the last six statements. It manages the program. It does not capture receipts or build expense reports.

Is the Citi and Navan expense system available to all Citi clients?

No. It was announced on 19 October 2023 for Citi Commercial Bank cardholders, Citi's mid-market segment, and initially for US-based clients only. No price for the co-branded offer was published. Large corporate programs and clients outside that segment choose their own platform, which is usually a card-agnostic one.

How much does Navan cost for a Citi commercial card program?

Citi did not publish a price for the co-branded offer, so start from Navan's rate card and confirm in the quote. Up to 300 employees, travel is free and Expense is free for 5 monthly expensing users, then $15 per user per month. Above 300 employees Navan Enterprise is quote only. Does Expensify work with Citi commercial cards?

Yes. Expensify names Citi among its direct commercial feed connections, alongside JPMorgan Chase, American Express, Capital One and Bank of America. A commercial feed arrives from the bank on a daily file schedule and survives password changes. Confirm the enrollment steps for your specific program with Citi at kickoff, since the bank controls the timeline.

Can I get Citi card transactions into SAP Concur or NetSuite?

Citi says its file integration works with any leading expense management system or ERP, with optional Enhanced and Folio data for line-level travel and purchase detail. Your program administrator requests the file for the named system and Citi and the vendor set up delivery. Ask both for a timeline in writing. If Concur is on your shortlist, check SAP Concur pricing first.

Does Citi send spending alerts?

Yes, at the card level. Citi offers cardholders up to 38 email and SMS alerts in 19 languages on critical account activity, and the Program Audit Tool flags transactions that break the rules you configure. Citi does not describe either one as tracking a cost center against its budget and warning the budget owner before the month is over, which is the job of corporate card monitoring.

Should we switch card issuers to get better expense software?

Usually not. Moving a commercial card program means new underwriting, reissued cards, renegotiated rebates and a changed payment file, all to fix what is normally a software gap. Citi already delivers card data to outside systems, so the cheaper route is to keep the program and buy the software layer on its own.

Do Ramp or Brex work on Citi cards?

They can import transactions from other cards for reporting, but their spending limits and merchant rules run at authorization on cards they issued themselves.
