For a five person team, published US prices on 29 August 2026 run from $0 to about $120 a month. Ramp Free is $0 for unlimited users. Navan Expense is free for the first five monthly expensing users and then $15 per user per month. Zoho Expense Standard is $3 per user per month billed annually, so $15 for five seats. Expensify Collect is $5 per member per month, so $25. Ramp Plus is $15 per user per month plus a platform fee based on team size that Ramp does not publish. Emburse Spend Basic publishes $8 per user per month, the second lowest rate in this list, and still bills a five person team $120 because it enforces a minimum of 15 users. SAP Concur publishes no price at all. That is roughly a 24x spread before you compare a single feature, and the cheapest-to-dearest ordering is not the ordering of the per-seat rates.

Four numbers
The four thresholds where small-business pricing breaks
Pricing in this category is not a smooth curve. It is flat, then it jumps. Four specific counts decide which vendor is cheapest for you, and none of them is your employee headcount.
Your 4th user
Zoho Expense Free caps at three users. The fourth person moves you to Standard at $3 per user per month billed annually, and it bills for all four, not just the extra one. For a founder plus two, Zoho Free is the most generous option in the category. For a founder plus three, it stops existing.
Your 6th expensing user
Navan Expense is free for the first five monthly expensing users. Note the wording: it counts people who actually expensed something that month, not people on the payroll. A twelve person company where only four submit expenses stays inside the free tier, which makes Navan much cheaper for field-light teams than headcount suggests.
Your 2nd card program
Expensify Collect connects exactly one commercial or direct card feed. Plenty of small businesses have two without thinking of it that way: a bank business card plus an Amex, or an old card program nobody has closed. The second feed forces Control, which is quote-only, so this is a pricing threshold disguised as a feature limit.
Your 15th user
Fifteen is where Emburse Spend stops overcharging you. Below it you pay for seats you do not have. At fifteen and above, the minimum becomes irrelevant and Emburse's $8 rate is genuinely competitive. If you are at eleven or twelve and growing, the honest calculation is what you will pay over the next twelve months, not this month.

What a small business actually needs, and what it can skip
Enterprise feature lists are long because enterprises have problems small businesses do not have. These are the capabilities that earn their cost under fifty people, and the ones that reliably go unused.
Worth paying for: a card feed
A connected card feed creates each expense line automatically with merchant, amount and date already filled in. This single capability removes more manual work than everything else combined, and it is the reason a card-native tool feels faster than a receipt-first one.
Worth paying for: receipt capture
Photographing a receipt and having the merchant, total and date read off it is what makes the process survivable for people who are not in finance. Check the monthly quota against your real volume. Zoho publishes 20, 200 and 1,000 scans per user per month by plan.
Worth paying for: an accounting export
A working QuickBooks or Xero integration is the difference between software that saves time and software that adds a system to maintain. On Expensify this appears from the Collect plan at $5 per member per month, which is unusually early in the ladder.
Usually skip: multi-level approvals
Approval chains with three or more stages solve a problem created by organizational distance. In a company where the approver already knows what the spending was for, they add latency and nothing else. One approver and a threshold is almost always enough under fifty people.
Usually skip: multi-entity and multi-currency
These sit on the top tier of nearly every vendor and they are what the upgrade is really selling. If you have one legal entity and bill in dollars, paying for them means funding someone else's consolidation problem.
Usually skip: built-in travel booking
Travel booking bundled into expense software is valuable when you have a travel policy to enforce and volume to negotiate against. With occasional trips it mostly narrows your choices. Navan is the exception, because it gives travel away and meters only expensing.

Which one to pick, by the shape of your business
One to three people
Zoho Expense Free covers you at $0 for up to three users, provided you stay under 20 receipt scans per person per month. Ramp Free also costs nothing and does not cap users. At this size the deciding question is whether you want to move your card program, because Ramp is a card issuer and Zoho is not.
Four to five people
You have just aged out of Zoho Free. Navan Expense and Ramp Free are both still $0 here, which makes them hard to argue against on price. If neither card model fits, Zoho Standard at $15 a month for five seats is the cheapest paid option in the table.
Six to fourteen people
The awkward band. Navan's free tier has ended, and Emburse still bills you for fifteen seats. Zoho Standard at $3 per user per month annually and Expensify Collect at $5 per member per month are the two rate cards that price you honestly at this size.
Fifteen people and up
Seat minimums stop distorting the comparison and you can shop on capability again. Emburse becomes competitive, Expensify Control is worth quoting, and Ramp Plus is worth the conversation as long as you make them put the platform fee in writing.
More than one card program
Rule Expensify Collect out early. It connects one feed, and discovering that after you have onboarded everyone is an expensive afternoon. Zoho and Ramp handle multiple sources without moving you up a tier.
Heavy receipt volume
If your team files more than 200 receipts per person per month, the scan quota matters more than the seat price. Zoho Premium at 1,000 scans and Expensify Control with unlimited SmartScans are the two plans that publish enough headroom to be safe.
Where we fit
Where Spendnotify fits, and where it does not
Spendnotify is not on the table above, because it is not an expense management platform and replacing one is not what it does. Every tool in that comparison processes spending after it has happened: it collects the receipt, codes the charge, routes the approval and exports the result. That work still needs doing and one of those vendors should do it for you.
What none of them is built to do is tell you quickly. A card feed imports posted transactions, never pending ones, so the earliest any of these tools can react is one to three business days after the swipe, and the report that summarizes it usually lands at month end. For a small business that is the gap that hurts, because a $4,000 mistake found five weeks later is a write-off rather than a conversation.

How do I manage expenses for my small business?
Put spending on cards that report to a feed, connect that feed to software that codes the transactions, and set a threshold that tells you when a category is running hot before the month closes. The manual alternative, collecting receipts and reconciling them at month end, works until roughly the point where you have more than one card holder, at which point the reconciliation time exceeds the software cost.
What is the difference between expense management and expense tracking software?
Expense tracking software records what was spent and categorizes it. Expense management software adds the workflow around it: policy rules, approval routing, reimbursement and an export to accounting. A sole operator usually needs only tracking. The moment somebody other than the owner can spend company money, the approval and policy half is what you are actually buying.
Does expense management software integrate with QuickBooks and Xero?
Yes, and on Expensify the QuickBooks and Xero integrations appear from the Collect plan at $5 per member per month. Zoho Expense includes accounting integrations on its paid plans. The integration exports coded expenses into your accounting file so you are not rekeying them. It does not replace the ledger reconciliation QuickBooks and Xero already do on every paid plan.
How many users do you need before expense management software is worth it?
Count transactions rather than people. Every vendor bills per user per month while the work the software removes scales with transaction count, so a three person team putting 300 charges a month on cards gets more back per seat than a twenty person team with 100 charges. As a rough line, once monthly card transactions pass about 50 the reconciliation time is worth more than the subscription.
